Abstract This study explores the implementation of Legislative Decree 134/2024, transposing Directive (EU) 2022/2557 (CER Directive), with a focus on transport sector resilience. The analysis centers on the Abruzzo Region, where complex orography and frequent geodynamic events provide a critical case study for assessing infrastructure adaptability. The research aims to define a coherent governance chain for crisis management and to optimize information-sharing mechanisms among public and private stakeholders. Following an analysis of structural vulnerabilities and best practices, the study develops a scalable regional operational model and a self-assessment checklist to improve coordination and emergency response. This work benefits from direct collaboration with ANSFISA, the Abruzzo Civil Protection, and the Regional Fire Brigade Directorate, providing field-tested insights to establish stable interinstitutional cooperation and strengthen the resilience of regional transport infrastructures.
