5. Conclusion The issue of the development of the North and the Arctic is also acute as fifty years ago – the new buildings of research institutes, experimental plants and test bases are needed. Also the residential buildings for employees are necessary too. Or maybe the entire infrastructure needs a radical revision, as the principles of the construction in the North and in the permafrost area? So the discussion is required at the regional and federal levels and an appropriate informed decision. Therefore, it is so important to hold All-Russian and International conferences, where a wide range of issues are discussed and authoritative decisions are made, communicated to the leadership of the country and the region, over the implementation of which control should be established. This tradition has been continued at the IPTPN SB RAS since the time of academicians Nikolay Chersky and Vladimir Larionov. Now we can say that the progress in various fields of science over the past 50 years has turned out to be heterogeneous. Computing science and technology and the IT industry developed at an especially accelerated pace. The relatively narrow focus on efforts and advances in the quantum theory has led to phenomenal results in the electronic semiconductor manufacturing, the computer and smartphone industries. However, much more modest successes were marked by achievements in the field of human consciousness, the study of mental processes, including man-machine systems, materials science, transport, and energy. This area turned out to be too vast by numerous theories and their applications. Therefore, probably, the number of man-made disasters continues to increase, arc welding is carried out mainly by hand or semiautomatic devices, and hazardous production processes are still controlled by humans. This situation cannot be tolerated, so a new integrated approach is required, and the ideas of accelerating technological progress based on breakthrough technologies are beginning to gain momentum. Currently, a number of developed countries in European Union, Japan, South Korea have developed and are implementing the Industry 4.0-5.0 and Society 5.0 programs, aimed at digitizing various industries, their technological transformation using the achievements of the IT industry. An evolutionary or revolutionary path of development is possible. Another conclusion that can be drawn from a historical review is that the academic science must again turn into a direct productive force of the society, move from the service sector to the field of industrial production. Based on the achievements and capabilities of the IPTPN SB RAS, it is possible to determine which way the Republic of Sakha (Yakutia) and Russian Far East should go, since the development of science has always been
