"Research and Development in Priority Areas of Development of the Scientific and Technological Complex of Russia for 2007-2012" in the direction of "Nanotechnology and nanomaterials". During the work, in which the whole cold resistance departments participated, a series of all-season structural elements and tools of increased strength made of nanostructured steels for oil and gas pipeline, railway transport, machinery and equipment intended for operation in the North were developed and tested, and together with MIET was developed tension scanning electron microscope. Also since 2000 it became possible to participate in the Program of Fundamental Research of the Presidium of the Russian Academy of Sciences, with the personal assistance of Vladimir Larionov, coordinators academicians Zhores Alferov, Michail Alfimov, Vladimir Tartakovsky, Irina Goryacheva et al., and specialized departments of the RAS with coordinators academician Victor Panin, prof. Robert Goldstein, academician Yuriy Shokin et al). The results of the work on these projects every year were included in the "golden" fund of the most important results of the Siberian Branch and United Scientific Councils of Russian Academy of Science. The institute held the first International Conference “Integrity and Lifetime in Extreme Environment” (ILEE 2019) in October 2019 (see Fig.2), organized by Lepov (2019) . The part of works (51 papers) were published in a special issue of the journal of the European Society for Structural Integrity (ESIS) Procedia Structural Integrity. In September 2020 Yakutsk hosted the IX Eurasian Symposium on the problems of strength and service life in a cold climate (EURASTRENCOLD-2020), dedicated to the 50th anniversary of the IPTPN SB RAS. As part of the Symposium, the International Conference "Welding in Russia - 2020" will be held and the Round Table for discussion of problems of the Yakutsk city on the threat of global warming. It should be noted that the specificity of physical and technical research requires constant updating of specialized testing equipment, its repair and calibration, not to mention analytical instruments. Also, the service engineering and technical personnel need additional support. This is more important than salary increases for research workers, which are often made without taking into account the actuality and quality of research. It also requires constant training, advanced training of engineers, certification of the applied methods. Separate funds should be provided for this. Otherwise, the lag behind the world level of research is inevitable, and the formalization of research for the implementation of performance indicators alone.
