associated with achievements both within the country and in the world. For example, the development of welding technologies at low temperatures took place through close cooperation with the Paton Institute of Electric Welding. The study of the features of the low-temperature ductile-brittle transition, the increase in the cold resistance of steels and metal structures deserved special attention from strength mechanics. Departments were formed to deal with fracture mechanics, safety of operation of structures and structures in the cold climate zone. Cooperation in this direction was carried out with the Lavrent'ev Institute of Hydrodynamics SB RAS in Novosibirsk, Blagonravov Institute of Mechanical Engineering RAS in Moscow. However, much more important for the future of science and industry, or technical progress in general, seems to be the development of theories, or discoveries, that substantiate a whole range of measures that contribute to the solution of any scientific and technical problem, allowing the development of new technologies that provide a breakthrough, a scientific and technological revolution in some area. Such a discovery in last century 70th was the discovery of the phenomenon of formation in the earth's crust of gas hydrate deposits. Now this is a separate area of oil and gas development. A breakthrough could be also the discovery of the physical nature of the viscous-brittle transition, to which the scientists of the institute came close now. This will not only make it possible to achieve the creation of materials that are not subject to low-temperature brittleness, but also to control the properties of steels and alloys, and to generalize the theory of this transition for such phenomena in other scientific fields.
