4. International contacts and conference ILEE-2019 In 1995, the laboratory of physical chemistry and mechanics of materials was created, which will later become the basis of the department for modeling the processes of destruction and accumulation of damage, researching the fundamental foundations of the ductile-brittle transition. Relations are maintained with the institutions of Ukraine, as a separate country, and international relations with Germany and China, Japan and South Korea are developing. Within the CIS, cooperation with institutes and universities is strengthening: Novosibirsk, Tomsk, Moscow, Yekaterinburg, Ufa, Irkutsk, St. Petersburg, Minsk (Belorussia) and other cities. The leaders and leading scientists of these organizations have repeatedly come to Yakutsk, participated in meetings and round tables organized by Academician V.P. Larionov. The head of the power engineering department, Nikolay Petrov, Dr.Sc.(Eng.), awarded the title "Honored Power Engineer of the Russian Federation" in 1996. Vladimir Larionov was elected a full member of the Russian Academy of Sciences and awarded the Order of Merit for the Fatherland, IV degree, in 1997. In the same year, the head of the laboratory of plasma technologies, Dr.Sc.(Eng.) Natalia Bolotina is awarded the State Scholarship of the Presidium of the Russian Academy of Sciences for obtaining wear-resistant coatings by plasma and gas-thermal spraying. A researcher of the Energy Department A.P. Semenov in 1998 won a grant for a one-year internship at the University of Kansas, USA, as well as a two-month internship with the Federal Communications Commission. Based on the results of the internship, an article was published in the journal Science and Education "Natural Monopolies. Determination method". Also the head of laboratory of Physicochemistry and Mechanics of Materials, Ph.D. Valeriy V. Lepov won the competition of the Swiss Academy of Technical Sciences for young scientists from the CIS countries and in 1998-99. completed an internship at the Federal Institute of Technology Lausanne (EPFL). The research results have been published in a number of Russian and international journals. Subsequently, this resulted in cooperation between the IPTPN SB RAS with the Moscow Institute of Electronic Technology (MIET), and was marked by the Institute Project victory in the competition for projects under the Federal Target Program
