the improvement of operating conditions, Figure 2. This is of capital importance for the national economy of all countries. One of the tools to be favoured by a company facing a crisis is the Pareto method. The latter graphically represents a classification of different causes of a phenomenon [Akniet al. (2020), Kahoulet al. (2022) et al., Mzougui and Elfelsoufi (2019)]. It allows for an investigation that highlights the most important elements of a problem in order to facilitate the choices and priorities of actions to be taken, particularly in maintenance, or even the elements to be maintained. It allows the most important causes to be highlighted among the total number of effects and thus to take targeted measures to improve a situation, called (20/80) %. The events (e.g. breakdowns) are classified in descending order (number of breakdowns; number of faults; downtime, cost, etc.), each event relating to a unit. Then use the FMECA analysis to find appropriate solutions [Mzougui et al. (2019), Liu et al. (2012)]and finally establish maintenance plans to meet production needs, or even to decipher needs and translate them into research and development in the company. As an application of the proposed method, we have taken as a case study the tramway of Constantine, Algeria.

3. Case study: Constantine tramway 3.1. Presentation of the company:

The CITAL Maintenance Centre (industrial company of Algerian Transports) is a company born of Algeria’s desire to acquire a modern industrial capacity for assembly and maintenance in the railway sector. Located in Annaba, CITAL is in charge of satisfying the tramway needs of current and future projects in the various cities of Algeria. Each city equipped with a tramway system will have a maintenance centre where all maintenance services will be carried out (figure3). In the urban transport sector, the "operational availability" of the rolling stock is now a crucial component for the operator in view of its objective to always better meet the needs of users.
