• CEREMA/ITSEOA F32 (France) – Strengths: PT–specific diagnostics and surveillance ladder; explicit link from findings to Targeted/Reinforced/Repair with acceptance monitoring. Limits: less emphasis on system–level reliability metrics; resource–intensive when broadly applied. • RBK (Netherlands) – Strengths: reliability– consistent verification (AI/AII/AIII) with β targets and residual –life checks; encourages proof–load testing to reduce uncertainty and avoid premature strengthening. Limits: requires calculation files and modelling discipline; not a defect catalogue–diagnostic scope must be defined in the Plan of Approach. No single framework excels universally. A hybrid pathway is most practical for PTPC grid–decks: use MIT–2020 for risk prioritisation (AC), apply CEREMA for PT–specific diagnostics when flagged, verify borderline capacity with RBK AII/AIII (consider proof–load if uncertainty dominates), and record Caltrans element–level condition for budgeting and preservation. This mix improved proportionality in our cases and reduced both over– and under– reaction. Our cross–framework outputs are an interpretive mapping of the same evidence (not full re–inspections); incomplete PT records and hidden conditions add uncertainty, yet the consistent signals across systems support the conclusions. 5.2. Recommendations and future research Agencies should: formalise PT diagnostics (CEREMA–style) for Medium/High–risk assets; adopt RBK reliability checks before major strengthening (with proof–load when data/models are weak); structure Caltrans–style element datasets for BMS; and keep MIT–2020 as the entry point. Future work: expand the sample, quantify cost/benefit and false–positive rates, and develop automated mapping from inspection data to cross–framework decisions.
