4. Method for cross–framework re–interpretation In this section we re–map the MIT evidence to each framework’s decision logic: • USA (NBIS/BIRM + AASHTO MBE). High DEF or tendon–critical symptoms ⇒ flag critical–finding candidate and require LRFR rating check for posting/closure; Medium ⇒ maintain intervals with targeted checks; Low ⇒ routine intervals. • USA (Caltrans element–level). Convert defects to Condition States on primary elements: DEF=H ⇒ CS4 (or ΣCS3 ≥25%) and structural review; DEF=M ⇒ CS2–CS3; DEF=L ⇒ CS1–CS2. • France (CEREMA/ITSEOA F32). DEF=H or PT suspicion ⇒ targeted inspection (endoscopy, IE/UT, electrochem.); if confirmed, reinforced surveillance or repair with acceptance monitoring; DEF=M ⇒ periodic detailed + targeted tests; DEF=L ⇒ routine/evaluation. • Netherlands (RWS RBK). Prepare plan of approach and verify at AII (actual use) when DEF is High or layout is unfavourable (large spans, many spans, continuity). If non–compliant ⇒ AIII with management/execution measures. Consider proof– load testing when model/data uncertainty dominates; acceptance guided by β targets and residual life. Table 3 reports the application of the U.S., French and Dutch logics to the same 20 bridges to obtain like–for–like operational decisions.
