1. Introduction The “Linee Guida per la classificazione e gestione del rischio, la valutazione della sicurezza ed il monitoraggio dei ponti e viadotti esistenti”, approved by “Consiglio Superiore dei Lavori Pubblici” and adopted by “Ministero delle Infrastrutture e dei Tr asporti” (now “MIMS”) with DM 578 of 17/12/2020, introduced a multi -level approach to solving the problem of managing existing bridges and viaducts. The difficulties in carrying out in-depth and accurate checks on all the bridges and viaducts present on the national territory, given the large number of them, have made it necessary to develop a tool that could allow to increase knowledge on all the existing infrastructures and at the same time to define, in a simple and rapid way, an order of priority for the execution of more in-depth analyzes. The multi-level approach was born with this purpose, allowing for the transition from expeditious assessments applied on a territorial scale to more in-depth assessments on a limited number of bridges selected from the results of expeditious assessments. The approach is developed at 6 different levels, each with an increasing degree of depth and complexity.

Network Resilience

The Regional Council with Resolution no. 207 of 13/07/2020 gave direction, to the Department of Infrastructure and Public Works of the Calabria Region, for the definition of the implementation program of the “Piano operativo del monitoraggio di ponti e viadotti delle reti stradali non-ANAS ”, in particular for the acquisition of innovative services for the definition of the Attention Class of the infrastructures. With the same DGR 207/2020, 5 million euros were allocated for the launch of a knowledge program on the current state of the bridges and viaducts of the Calabrian secondary road network with the aim of achieving the achievement of level "0" for all bridges and viaducts of the secondary road network and level "2" for a good percentage of the bridges and viaducts managed by the provinces and the metropolitan city of Reggio Calabria. 2. Census phase: data acquisition and geolocation In September 2020, the Calabria Region started the census phase (level “0”) for all bridges and viaducts managed by the Provinces and the Metropolitan City of Reggio Calabria. As indicated by the “Linee Guida”, data acquisition during the census phase is based on the analysis of the technical administrative documentation available and with the support of IT tools for management and mapping, without necessarily carrying out visual inspections on site. The same “Linee Guida” provide for the compilation of a Level "0" census form which allows for the collection of available information.
