For this purpose, in 2024 a new operational framework has been developed (figure 3). Globally, the operational flow-chart is similar to the previous version, with the exception of the on-site activities (blue area in Figure 3), which are now developed by Groups of Inspectors (GI) composed of operators of the managing bodies. The operators are formed and managed by Training Inspectors (TI) of the CUGRI. Furthermore, an audit activity is implemented by CUGRI operators to control, validate and certify the inspection activities and compiled forms. This will allow the managing body to achieve greater autonomy in the LG20 application process through the use of properly trained staff.

Each bridge has been georeferenced within a GIS platform and modelled in BIM. This detailed modelling process ensures that each singular component is specifically represented. The bridges BIM models were created using Autodesk REVIT software, following a systematic procedure configured as an algorithm designed to streamline the entire process, referred to as Scan-to-BIM, see Sanseverino A, Messina B, Limongiello M and Guida CG (2022). This methodology involves reverse engineering and leverages a point cloud as the foundation for parametric architectural asset modelling. In particular, using original design drawings and/or geometric surveys, also using integrated Laser Scanning – Photogrammetric procedures, a digital twin BIM based of each bridge is constructed. Each model is georeferenced in a mapping databank (GIS based) with the aim to develop Federate Models inserted in a unique system of Shared Coordinates. Digital Twins are developed and structured considering a Level of Development LOD C [UNI 11337-ITA] / LOD 300 [AIA G202-2013], and for each of them an Open BIM Model Exportation is allowed, in the IFC format. The developed BMS allows to collect also data coming from on-site monitoring systems and to visualize them in real-time. 4. Results and considerations The CUGRI was fully involved from 2020 to 2023 in the inspection process of bridges and viaducts of A3 highway, accumulating a large amount of data which made it possible to complete what is required by the L1 and L2 levels of the LG2020. This is to be considered as a fundamental collective result, obtained by the CUGRI and the managing body, with the aim of passing the reins of the LG20 application to the managing body's staff with a continuous and full support of the CUGRI. Figure 4 presents the outcomes in terms of Defectiveness Level (obtained from the application of L1), Structural and Foundation, Seismic and Overall CdAs (resulting from the application of L2). In particular, they refer to the results uploaded in June 2023 with the closure of the first round of inspection activities on all the bridges and viaducts of the A3 highway. The results show an evident difference between the Defectiveness Level and the CdAs, particularly for Structural and Foundational CdA. This is due to the influence of other parameters in the CdA definition in addition to the Defectiveness Level of each bridge. In particular, in the definition of hazard, exposure and vulnerability, as fundamental parameter for Structural and Foundational CdA classification, have a relevant role also static scheme,
