They are a meeting places and a container of artworks such as pa intings and panels, sculptures, frescos, fix decorative apparatus or fine movables as chandeliers, a lthough spaces for the “exhibition” of artworks is differently conceived. These typical buildings represent one of the major points of reference for small communities both froma socia l point of view and from a historical and artistic point of view. Think of the number of Ita lian churches homogeneously located in the national area, many of which are of inestimable value and contain equally valuable artworks. 105

1.2. 2016 earthquakeMibact management experience One of the most relevant aspects of the2016 earthquake was the nature of the affected centres. Small villages and hamlets, some completely destroyed, included many religious buildings and places of worship of grea t artistic value, and of strong social belongingand attachment to the native territory. After the earthquake the Ministryof cultural heritage has immediately set up four regional crisis units coordinated by the Secretariats for damage assessment and recoveryof cultural heritage in the affected regions ofAbruzzo, Lazio, MarcheandUmbria. Thesecrisis units consisted of teams of architects, engineers and art historians, supportedby the fire department with the task ofmonitoring theconservation status of monuments andworks of art. The Ufficio del Soprintendente Speciale per le aree colpite dal sisma del 24 agosto2016 (USSOffice) constitutes the MiBACT representative within Government’s Specia l Commissioner for Reconstruction (Commissario Straordinario di Governo), participating in the Working Group (MiBACT-CEI- Special Commissioner) for the development of the reconstruction plans for cultura l heritage (which only concern the churches). As part of the planning of the interventions, this Office has proceeded to define the intervention priorities and requires, by verifica tion damages and reconstructioncosts. In fact, these priorities have been receipted into different ordinances followingdifferent goals, the most important the rapid reopeningof the inaccessible churches. As part of the "Churches Program" (Ordinances23 of 05/05/2017; Ordinance 32of 22/06/2017; Ordinance No. 38 of 08/09/2017 modified by Ordinance n.63 of 07/09/2018; Ordinance n.84 of 02/08/2019), the Commissioner, the MiBACT (USS Office), and the Dioceses have activated themselves to restore the usability of central Apennines places of worship, from the typical old and small countrychurches to the cathedrals (Farabollini et a l., 2019). Such four important ordinances, rela ted to "Churches Program" are shown in thefollowing table, with thedate and number of involved buildings:
