the whole spectrum of sizes and forms of defects and significance of damage accumulation processes in structural materials due to both the experimental and numerical mechanics development, including the electron microscopy achievements and fracture modeling noted in Fracture (1968), by Cherepanov (1977), Broek (1982), than in last years by Arkhangelskaja and Lepov (2003), Lepov et al. (2008, 2018), Hell (2015), and other. From 2019 IPTPN SB RAS has reorganized as a part of Federal Research Center “Yakut Scientific Center of Siberian Branch of the Russian Academy of Sciences” so the theater of scientific activity is increase. For example the aspects of social and biological, and also ecological problems have been added to research interests. Traditionally the Institute was oriented to theoretical research and experimental study of low-temperature aspects of welding and structural integrity problems, the material science and thermal physics, and also the energy department defined the strategy of development of the Republic of Sakha (Yakutia), that has been generalized to Energy Strategy of the Far East Region. So the holding of the 1 st International Conference in Extreme Environment (ILEE-2019) has a great importance in Russia and Europe in whole. The main goal of ILEE-2019 is the discussion and development of decision for actual problems of integrity and lifetime of technical systems and structures, and living beings in extreme environment, - basic and applied aspects of physics of strength and fracture mechanics in the low temperature conditions, reliability and resource of infrastructures and equipment in the cold climate conditions, design of the new cold-resistance materials and technologies, maintaining the energy and transport in the regions of North and Arctic as the safety base and development of the industrial potential of the North-East of Europe, Russian Federation and Republic of Sakha (Yakitia); development of the international and interregional cooperation, investment and innovation, intake of young scientists and students to scientific researches and raising of the world science potential. The topics of ILEE-2019 cover a comprehensive scientific field of: • Issues of the resource of complex technical systems operated at extremely low climatic temperatures in the Russian North and Arctic, modeling of the fracture processes of steel structures in order to predict their behavior, accessibility and prolongation of the resource, with the involvement of local and nonlocal approaches and knowledge of micromechanisms of damage accumulation at different scale; • Topical issues of climatic testing of polymer composite materials in a wide range of temperatures, at different levels of exposure to natural factors such as humidity, solar radiation, duration and frequency of cycles would be considered; the need to take into account the impact of each factor individually and in interaction with other factors would be note. Given into account the high climatic stability of modern composite materials, it is necessary to pay attention to the factors that distort the value of the measured parameters (such as form factor, the amount of accumulated moisture, role of the damaged degraded surface layer, etc.); • The reliability and safe operation of locomotives and rolling stock of railway transport, the methods of assessment and forecasting of resource of critical components and assemblies subject to cyclic stress and fatigue, including the extreme conditions; modeling of automatic couplers and side frame bogies loading, and analysis of the stress-strain state of the driver's cab in case of emergency collision of a locomotive with an obstacle; • Current state of the problem of evaluation of ultimate state of materials, in particular the criteria of quasi-brittle fracture of materials and structures based on the theory of critical distances (final fracture mechanics). The objectives, the state and prospects of the design of equipment for Siberia and Arctic will considered. The main directions of research, tasks of design, production and operation of equipment of Northern execution corresponding to strategy of national security of the Russian Federation are designated. Further development of the North and the Arctic, construction and operation of the natural gas trunk pipeline (The Power of Siberia) and oil pipelines (ESPO), railway, power plants and other industrial and social infrastructure in the Republic of Sakha (Yakutia) and Arctic regions requires comprehensive studies aimed to a deeper understanding of the degradation processes, aging and phase transitions occurring in materials, causing deformation and damage accumulation processes, as well as the fracture mechanisms. To ensure the reliability of equipment in extreme conditions of the Far North, it is necessary to conduct full-scale tests of structures and equipment.
