The increase of static strength under influence of water or fiber contain in concrete is related with behaviour of the incubation time as a sensitive parameter to inner structure concrete. The influence of changes in inner structure of the material by the fracture stress under dynamic loading is appeared bigger than under quasi-static loading. The modification of strength characteristics of concrete can achieved applying scale level concept. Additional experimental results are necessary for interpretation of phenomena related with the increment of strength properties of concrete.
