Abstract The safety of Italian road infrastructure is managed through a multilayered system involving ANSFISA and various operators. Defining consistent criteria for prioritizing inspections and interventions is a strategic necessity for both institutional oversight and maintenance planning. This study analyzes ANSFISA’s inspection planning while investigating how managers prioritize interventions on bridges, tunnels, and pavements, balancing safety with financial and operational constraints. By comparing technical guidelines, the study identifies alignments and divergences between public oversight and private asset management. A European benchmarking further explores scalable models from comparable safety agencies. Based on these findings, the research proposes a simplified methodology to support prioritization in both domains. The approach uses key indicators (risk, severity, exposure, and impact) ensuring compatibility with existing management systems and regulations. The goal is to better integrate supervisory actions with managerial planning, enhancing the effectiveness and resilience of the national road safety system.
