Abstract The safety and durability of existing bridges are major concerns for road authorities, especially those operating without concession revenues. This study presents the application of a multilayer methodology for bridge inspection, evaluation, and classification, specifically designed for non-concessionary authorities that must manage extensive networks with extremely limited resources. The procedure is articulated in four phases: (i) cataloguing and census of bridges to establish a comprehensive inventory; (ii) visual inspections and systematic recording of damages; (iii) evaluation of local and global damage indices, supported by coefficients reflecting age, structural scheme, and material degradation sensitivity; and (iv) classification through the computation of a Priority Index for intervention, integrating structural condition with territorial relevance and indirect damage potential. The methodology also introduces reliability indicators to account for data completeness and element observability. By combining technical condition assessment with traffic and network-related parameters, the approach provides a practical and scalable tool to support non concessionary road authorities in ranking maintenance priorities and optimizing the allocation of scarce resources across large bridge inventories.
