4. Conclusions For years, the Province of Pisa has been a promoter of research activities aimed at optimizing the management processes of the bridges of its territory. Visual inspections and classification of risk allowed for the identification of structures for which an in-depth study of knowledge and safety evaluations were necessary. Among these, the bridge called "La Botte," in addition to the safety evaluations standardized by the NTC 2018 and the ministerial Guidelines, was the subject of further research activities aimed at improving verification conditions and making them more realistic. At the base of all activities, a careful knowledge phase was indispensable for making any evaluation of existing constructions representative. The interventions carried out on the bridge returned a safe infrastructure to the community, adequate for the traffic actions and performance required by the NTC 2018, but they meant managing a critical balance between technical solutions and territorial resilience. Despite accurate planning, the construction activity revealed unpredictable variables, demonstrating how the executive complexity of an existing bridge, inserted in its social and economic context, often fails to meet the most accurate project estimates. What needs to emerge from this experience is that the management of complex works by Local Authority took about 5 years to analyze, design, award, and execute the interventions. Despite the effort made by the technicians of the Viability Offices, the number of jurisdictions and figures involved in such processes (Civil Engineering, Municipalities, Superintendency, Service providers, external professionals, construction companies involved in all phases from programming to completion, citizens, politics) necessarily determines a capacity for action that is difficult for a RUP (Project Manager) to implement with the tools currently available.
