Abstract This scientific work addresses the issue of highway network resilience in the context of planned disruptions caused by modernization works, following the application of the MIT Bridge Guidelines. The objective is to develop an integrated model for managing temporary closures, capable of ensuring service continuity while minimizing impacts on traffic, safety, and user comfort. The study proposes a technical approach based on analyzing the capacity of alternative networks (national and provincial roads) to absorb diverted flows, identifying optimal time windows for executing works through historical analyses of traffic volumes and weather conditions, and employing traffic simulations to evaluate multiple scenarios and optimize alternative mobility plans. Special focus is placed on stakeholder engagement as a strategic lever to foster social acceptance of closures, through structured dialogue with citizens, local authorities, and road users. The activities are integrated with change management tools and methodologies adopted in the Ansfisa safety management system, to support the transition towards a new operational paradigm in which work zone planning coexists with user and worker safety as well as operational continuity. The results confirm the effectiveness of data- and simulation-driven, advanced and participatory planning in mitigating disruptions and operational challenges, while reinforcing the role of the highway operator as a responsible and proactive actor within the national mobility system.
