Abstract The maturity of a Safety Management System (SMS) is a key indicator of an organization’s ability to effectively manage operational changes that impact infrastructure safety. Among these, construction worksites represent one of the main sources of discontinuity and risk, requiring advanced approaches to change management. This thesis explores the integrated use of gap analysis and the evaluation tool proposed by ANSFISA to assess the level of management maturity in implementing changes to operational configurations, with an application focus on road construction sites. The work analyzes the main gaps that hinder the transition from reactive to predictive and proactive management, and proposes an innovative solution based on the Smart Flow model. This model is supported by V2X technologies, smart sensors, predictive analytics, and cooperative systems. Through simulated case applications in the context of the Italian motorway network, the study demonstrates how the combined use of gap analysis and the evaluation tool allows for the structuring of effective and measurable improvement plans, contributing to the evolution of SMS toward higher maturity levels. The proposed model aligns with the objectives of the SGS-ISA and offers a concrete framework for addressing infrastructure change due to construction activities from a systemic perspective.
