6. Administrative and economic procedure While the work was underway, Administration managed a complex bureaucratic procedure to legitimate public spending: • Regularization of debt: The Province Conseil, with “Delibera di Consiglio Provinciale n. 25” act, dated July 24, 2025, recognized money spended for urgent works (about 1,2 million of euro); • Spending commitments: the “Determina n. 1074” act, dated August 14, 2025, formalized final economic plan, including necessary supplementary technical and economic report, due to the technical variants made during the urgent works; • Testing and final act: the procedure finalized with “Determina n. 1911” act, dated December 31, 2025, which approved the technical and administrative inspections, confirming that the design, construction, and final payment were in full accordance. 7. Usage conditions and monitoring plan The bridge has now been partially reopened to pedestrians, cyclists, and motorcyclists, but as of today, it is not yet possible to allow all vehicles to cross due to the lack of major, permanent reinforcement and restoration work, which the Administration is currently planning. A monitoring system, equipped with crack gauges and graduated rods, has been installed to monitor the river’s flood levels.

8. Conclusions

The work carried out on the Sant'Ansano Bridge serves as a model of integrated management of critical infrastructure. In less than seven months, the Province of Lucca managed to identify hidden damage (underwater), take emergency action using specialist techniques, validate the results through rigorous calculations and compliance with current regulations, and complete the entire administrative process. This approach now ensures not only the maintenance of a historic monument, but above all the safety of thousands of citizens who travel daily along the Lodovica road. The administration’s objective is to plan a consolidation and restoration project to allow for regular traffic on the bridge, whilst securing the necessary financial resources to carry it out.
