interventions. To address this complexity, the study proposes the implementation of a "Regional Programme for the Resilience of Critical Infrastructures" (P-RES) (see Fig. 2). This initiative aligns with the trajectory set by Italian Legislative Decree 134/2024 (Italy, 2024), aiming to translate national strategic guidelines into a pragmatic, territorial operational model. The core objective of P-RES is to foster a systemic risk management approach, moving away from siloed security practices toward a collaborative and integrated framework.
Fig. 2 – Example of P-RES integrated dashboard. A pivotal role in this regional governance model is assigned to the Regional Civil Protection Agency. Acting as the primary coordinator, the Agency is tasked with facilitating structured information-sharing processes between public and private stakeholders. By leveraging its deep understanding of the local territory - particularly in a complex orographic context like the Abruzzo Region - the Agency can promote the establishment of permanent technical tables and coordination committees. These structures are essential for harmonizing response protocols and ensuring that critical entities, regardless of their public or private nature, can operate within a unified chain of command during emergencies. Furthermore, the P-RES programme emphasizes the transition toward a "culture of resilience" supported by modern digital technologies and interoperable communication systems (see Fig. 3). The methodology suggests the use of self assessment tools, such as checklists for operators, to monitor and improve coordination processes. In this perspective, investing in accurate mapping and the structured exchange of data is not merely a regulatory obligation but a strategic asset. By bridging the gap between institutional planning and operational reality, the P-RES model aims to enhance the readiness and recovery capacity of the regional transport network, ensuring the continuity of essential services for the community even in the face of severe geodynamic or man-made disruptions.
