technologies for the manufacture of promising CES. On the basis of this monitoring and forecasting, the forecast of the moments of time, countries and personalities (scientists and engineers) is carried out, which are most likely to be potential "creators" of technological and scientific breakthroughs in certain fields of science and technology related to the scientific and technical sphere, criteria are established and directions of "breakthrough" in the development of industrial technologies in order to create promising CES.
