Maria Pianigiani et al. / Procedia Structural Integrity 29 (2020) 103–110 Pianigiani M., Careccia C., Montone C. / Structural Integrity Procedia 00 (2019) 000 – 000 7 Based on these past experiences and thanks to the evolutionof information systems suchas VIR and "Risk Mapof cultura l heritage" ( Carta del Rischio ), during theearthquakeof 24 August 2016 proceduresable to regulate a ll phases have been standardized: recovery, transfer to the deposits and the first intervention for the movable goods removed from damaged buildings and ruins. The recovery of movable assets, carried out by MiBACT, was divided into the followingphases: • information finding throughMiBACTinformation systems ( catalogue schedule and conservation schedule ) of mobile artworks and their container; • artworks removal fromdamaged buildings: completionof accompanying schedule with illustra tivea ttachments to uploadon informatic systems; • placement in deposits, even temporary, specially equipped, able to guarantee suitable environmental conditions for limitingdamage progression and, where necessary, for execute the activities of first stabiliza tion. • first intervention operations on the assets presenting the most critica l situations, in order to avoid the aggravation of the damage andprovidefor its stabiliza tion. This procedure allows to wa it, without further damages, for the beginningof necessary interventions of restoration. • schedule compilation with indicationof level of urgency of the restoration. In order to trace recovery and restorationpathof everymovable asset and to keep the link with its container, these schedules ( accompanying schedule and first intervention schedule ) are uploaded then into the territorial information system (SIT) of the Cultural Heritage Risk Map ( Carta del Rischio ). The SIT a llows to record on a cartographic system thehistoric buildings loss/damage risk, calculatedaccording to the territorial hazardand buildings vulnerability (Cacace, 2019). 109

After this first recovery phase, the restorationoperations are then rea lized. Agood part of the recovered artworks has beendelocalized intowarehouses managedbyMiBACT: SantoChiododi Spoleto (PG) forUmbria ; Firehouseof the Italian Forestry in Cittaducale (RI) andhangar airport in Rieti for Lazio;Mole Vanvitelliana ofAncona forMarche. However, the seriousness of the damages and the number of works to be saveddid not a llowa ll the damaged goods to be arranged into the MiBACTwarehouses. Therefore, many Dioceses have opened various places to collect their artworks. For example: Palazzo Vescovile in San SeverinoMarche and the rooms of thecrypt of theCathedral of SanGiuliano in Macerata. Some financial considerations are necessary: given that Special Commissioner finances exclusively interventions on buildings, theUSSOffice has considered important also for a social point of view, to finance the numerous movable assets damaged by seismic events through theArt Bonus 3 platformpromotion. Therefore, the project called "Earthquake 2016. Project for diagnostics, design and restoration of historical and artistic assets affected by the 2016 earthquakes in the Abruzzo, Lazio, Marche and Umbria regions " has been
la gestione delle attività di messa in sicurezza e salvaguardia del patrimonio culturale in caso di emergenze derivanti da ca lamità naturali” . 3 Art Bonus - Art Bonus section for the 2016 earthquake, Law Decree n. 189 of 17/10/2016, which in art. 17 extends the tax credit to the liberal disbursements, so-called Art-Bonus, in favour of the MIBAC for maintenance, protection and restoration interventions also of cultural assets of religious interest present in the Municipalities affected by the earthquake.
