The provided instructionsareaimeda t increasing the efficiency of goods removal andhelping in their successive recovery, taking into account thefinal relocation of each item. This process considers a classification of the ruins according to three different classes, A , B , and C , depending on their provenience. The items belonging the A class come from listed buildings, those belonging to the B class come from historica l buildings of architectural and cultural interest, and those belonging to the C class come from buildings without any cultural interest. Suchclassification is a imed at keeping the ruins classified as A close to the buildings of their provenience and the items of cultural interest classified as B in proper areas, suggested by therespective towns, where their selection can be done. In all cases, the depots used for the items’ storage have to be suitable for their conservationand subjected to a safe control. In Lazio, the ENAC provided a hangar a t the Rieti a irport to be used as depot for the ruins belonging to the B class. As noted above, themovable cultural heritage damagedby the earthquake that occurred in 2016/17 is veryextended. The amount and extent of the damage led the MiBACT to consider many important needs, especially regarding the identification of the storage facilities to use and the control of all the operative procedures for the rescue, replacing, and activationof the recovery activities. Another primaryneedconsistedof financing the interventionsof safeguarding and restoration. Regarding “Extraordinary Government Commissioner,” for these contents, a different source of financing has to be found. To this purpose, theDepartment of theSpecial Superintendent for the areas damagedby the August 24 earthquake implemented some specific projects financed throug h “Art Bonus” ga thering of capital. This approach has been possible thanks to the Legisla tive Decree DL n. 189 made on October 17, 2016, which extended the “ Art Bonus ” applicability to interventions on movable goods of cultural and religious interest taken by the area damaged by the earthquake.

The interventions made through this special procedure consistedof: 1. Restoration ofmovable goods currently located in the storagesstarted in each area (Cittaducale andRieti in Lazio, Spoleto in Umbria , Ancona and Ascoli Piceno in Marche) after the emergency. Amount of the financing: € 1,000,000 (Art Bonus emanation: € 41,621; government grant: € 958,379). 2. Restoration of the historical archives damaged by the 2016 earthquake. In Lazio it included the interventions of the historica l archives of Amatrice and Accumuli. Amount of the financing: € 635,000 (Art Bonus emanation: € 20,215,39; government grant: € 614,784.61).
