• Pulsar Merger LRF XL50 binocular thermal imager: this is part of the kit for detecting anomalies not visible to the naked eye. • DJI Mini 4 Pro Fly More Combo for context analysis: This drone operates under 120m AGL (Above Ground Level) with C0 marking. • DJI Matrice 30T drone for detailed analysis and photogrammetry: This heavier drone needs C2 marking to operate in A2 Open category. The use of drones has been confirmed to provide high inspection details without requiring traffic restrictions or expensive equipment, while ensuring safety for both road users and inspectors. Drones also facilitate the reconstruction of highly detailed three-dimensional scenarios, enabling synergistic work between the inspector and the drone pilot. For all electronic and optical components, including the tablet, camera, lenses, pole, and thermal imager, it's mandatory that they comply with European Union safety and electromagnetic compatibility (EMC) requirements, attested by the CE marking. Additionally, these items should be checked for potential classification as "dual-use goods" under Council Regulation (EU) 2021/821. Regarding the drones, both the DJI Mini 4 Pro and DJI Matrice 30T require (D-Flight/ENAV in Italy) registration and a QR Code, as stipulated by Commission Implementing Regulation (EU) 2019/947 for UAS operator identification. RC insurance is mandatory for both drones under Article 14 of Commission Implementing Regulation (EU) 2019/947. Specifically for the DJI Mini 4 Pro, its C0 marking is in accordance with Commission Delegated Regulation (EU) 2019/945. It is not subject to Civil Aviation Authority registration (specific to the aircraft itself) and does not require formal flight qualification for the inspector-pilot for operations in open category A1, although an online training certificate (A1/A3) is recommended for better understanding of air rules, as per Article 4, paragraph 2, of Commission Implementing Regulation (EU) 2019/947. For the DJI Matrice 30T, its C2 marking is specified in Commission Delegated Regulation (EU) 2019/945. It is subject to Civil Aviation Authority registration (specific to the aircraft itself). The inspector-pilot must also have an A1/A3 license and OPEN A2 qualification, which are mandatory requirements for operations in subcategory A2 under Article 4, paragraph 2, letter b), of Commission Implementing Regulation (EU) 2019/947. 4. Protective clothing and personal protective equipment kit For inspectors operating in the aftermath of a seismic event, comfort and safety are paramount, necessitating a specialized kit of protective clothing and Personal Protective Equipment (PPE). This kit is designed to ensure the inspector's well-being and operational effectiveness across diverse environmental conditions, spanning both summer and winter. In summer conditions, the kit includes lightweight, breathable fabrics that offer protection against UV radiation, such as hats for sun protection and protective glasses to prevent sunstroke and glare (Berger, 2004). For winter operations, the clothing provides insulation and protection against cold, wind, and precipitation, featuring thermal jackets for protection against inclement weather, and hats for cold weather protection (Holt, 2017; O’Bannon and Clelland, 2005). The primary objective of this specialized apparel is to maintain the inspector's comfort, minimizing distractions caused by adverse weather and allowing them to focus on the critical task of infrastructure assessment (Skurka, 2012). Beyond comfort, the kit incorporates standard Personal Protective Equipment (PPE) essential for working in potentially hazardous post-earthquake environments. This includes an industrial protection helmet for head protection, a high-visibility vest to ensure recognition in low-light conditions or active work zones, safety shoes with impenetrable soles for foot protection, and gloves for hand protection. Additionally, ear protectors are included for hearing protection. To enhance visibility, especially in low-light environments, the kit also contains a helmet-mounted torch and a portable torch. This comprehensive approach to protective gear ensures that inspectors are not only comfortable but also adequately shielded from the inherent risks of post-disaster site inspections.
