Successively the idea was taken up in the Umbria Region by the administrators and offices responsible for the reconstruction and a preliminary study for the feasibility of the solution in the context of Castelluccio di Norcia was commissioned to the University of Perugia. This study was carried out at an advanced level of depth with reference to the basic configuration characteristics, the main constructive details, the response parameters evaluation even with nonlinear dynamic analyses, as reported in Mezzi and Fulco (2022), Mezzi et al. (2023), Mezzi et al. (2024). At the same time the offices of the region and of the extraordinary commissioner coordinating the reconstruction, developed the legislative and management addresses to carry out the project, Fagotti et al. (2022). These activities can be considered the first step in the development path of the project. Subsequently the deliverables and outcomes produced within the previous activities allowed to draft a design guidance document and the technical specifications to set up the tender for the design at the different stages: technical-economic feasibility (PFTE), final (PD), executive (PE). The tender was completed on Nov 3, 2022 and the design assigned to the selected group establishing a Framework Agreement (FA) of Services. Given the complexity and innovative nature of the project itself, it was deemed appropriate to identify Construction Lots ("non-functional") subdividing the definitive/executive design into multiple Application Contracts (AC) within the FA. The subdivision, while maintaining the unity of the project, is essential for the completion of such a complex project as it speeds up and optimizes: (i) the construction; (ii) the approval process; (iii) the construction site set-up and cost management. After the design assignment, the AC #1, concerning Terraces-Roads-Underground Services, was entrusted. The related PFTE was approved on Apr 19,2024 and the successive final/executive design (PD/PE) on June 27, 2024. During the development of the feasibility project the offices prepared the documentation to set up the tender for the awarding of the works. The tender was completed on March 3, 2024 and the selected group of companies was appointed. The works under the AC#1 were awarded on July 7, 2024 and are still in progress. After the preliminary works consisting of debris removal and preparation of the construction site, at present, work is currently underway to build retaining walls and bulkheads of piles outside and along the perimeter of the intervention area (Fig. 2). AC#2 for the base plate with seismic isolators was awarded on May 29, 2023; the PFTE was approved on Nov 20, 2024. AC#2 was subsequently divided into Lots (March 14, 2025). The works will follow the approval of the lot that concerns them. The PD/PE (final/executive design) of Lot#1 is underway. It includes the design of all earthworks for the purpose of modelling the terrain, a necessary operation to prepare it for the subsequent construction of slabs, buildings, and infrastructures. Lot#1 fully defines the profile that will allow for the planimetric and altimetric conformation of the area and the positioning of the seismic slab. It also includes the design of the retaining walls at the edge of the slab, the positioning of the aggregates on the slab, and the details of the seismic joints.

In Lot#2, the possibility of carrying out a controlled dismantling on the site of the residual parts of the Church Santa Maria dell ’ Assunta, of which only a portion of the apse stands, will be assessed. Lot#3 includes the completion of the design of the bottom (foundation) slab and the design of the retaining walls of the central portion of the intervention area.
