Furthermore, the SMS developed include a specific part regarding the coordination and management of the emergency in accordance with the UNI ISO 22325:2019 standards. The ANSFISA SMS was developed with a double performance control system in relation to safety objectives and regulatory compliance objectives, compatible with continuous improvement and P,D,C,A cycle in the system and processes. The ANSFISA SMS can be integrated with other Management Systems according to the main aspects defined in the latest IWA ISO 31:2020 standards "Risk management - Guidelines on using ISO 31000 in management systems" and with reference to the other Management Systems based on ISO standards which they have a High Level Structure (HLS), in particular UNI ISO 45001 and UNI 10617 (Seveso III); Finally, the ANSFISA SMS is compatible with the risk assessment methods contained in the ISO/IEC 31010:2019 "Risk management – Risk assessment technique" standard and can be interfaced with infrastructure maintenance management systems. For the reasons indicated above and also illustrated in figure 2, the ANSFISA SMS is the model that best lends itself to the integration of the various existing systems and can be used for the maintenance and safety of railways and internal roads, for the safety of goods handling operations in yards and finally for the loading and unloading and arrival and departure operations of ships. 6. Conclusions This work, after extensive in-depth analysis of the reality of the port sector, has identified a model of safety management system suitable for multimodal transport networks. The Italian model developed by Ansfisa, having been developed in a logic of harmonization of the rules already used in the aeronautical, railway and road-motorway sectors, is the one that allows filling a gap at a European regulatory level and which has the most adequate characteristics for a future experimentation.
