The test case allows to assign a criterion for the definition of an adequate alternative in absence of specific transportation studies and aims at broadening the discussion of accessibility from the single element (road or bridge) to the entire territory. Also, some limitations and future developments of this proposal must be noted. First, the classification of inner areas is made on a national scale and defines the peripherality of each municipality to the nearest center (A or B) which is not necessarily the one usually reached for essential services. Indeed, many municipalities of the test case are linked to centers outside the province or outside the region rather than the provincial capital. Furthermore, the test case does not include municipalities classified as ultra-peripheral (F). In the case of ultra peripheral municipalities, as there are no maximum threshold values for travel times, a further criterion should be defined to consider the adequacy of the alternative. This could be an incremental value proportional to the threshold values of the lower classes or it could automatically lead to the conclusion of the absence of adequate alternatives. It is worth underlining that the municipalities classified as belt (C) have not been included due to their greater proximity to the centers and the greater redundancy of road alternatives. But the procedure can also be easily replicated in the remaining belt municipalities. 4. Conclusion Ensuring the accessibility of peripheral territories to essential services is a cornerstone both for ensuring socio economic development and emergency response. However, the growing vulnerability of road networks and their critical elements to natural hazards and aging, highlights the urgent need for improvement and adaptation actions of existing infrastructures. To this aim, the risk assessment of existing bridges is a pivotal starting point to implement an intervention plan on existing bridges and increase the resilience of the road networks. Among the parameters determining the exposure class of bridges, the presence of road alternatives is often entrusted to specific transportation studies. This aspect influences the accessibility of the territories in case of bridge interruptions due to maintenance interventions or damage. However, in the absence of transportation studies it is appropriate to identify alternative methods to evaluate the presence of suitable alternatives. The empirical case of the bridges along the provincial roads in Caserta offers an alternative method useful for evaluating the adequacy of road alternatives starting from the class of peripherality of the inner municipalities. This method allowed to distinguish cases of presence or absence of adequate alternatives on a set of 150 bridges and can be applied to further case studies, as the classification of inner areas is available for all municipalities. Also, such a criteria may help to plan and prioritize maintenance interventions and temporary interruptions by identifying critical areas on which more in-depth studies of alternatives are essential.
