end of Level 2 and whenever it is required to plan interventions or to take administrative decisions. In addition, they should also collaborate with technicians to furnish precious information as for the inventory of the bridge (Level 0); • Italian Ministry of Infrastructures (referred as Ministry from so on). According to Ministerial Decree n.430/2019 (MIT, 2019), local bridge owners must transfer information to ANSFISA, the Italian National Agency for Safety of Railways and Roads. ANSFISA has a double role: from one hand, it has to supervise on the application of Guidelines, on the other it has to guarantee national infrastructures security. For this last reason, the bridge owner is obliged to transmit the required information to AINOP. 3. Operative flux All the presented actors interact with each other in the flux through Guidelines levels. This chapter has the scope to analyze the flux from actors’ point of view , in the operative flux presented in Figure 2.
